The State Services Examination conducted by the Madhya Pradesh Public Service Commission is a single, highly competitive gateway into the state's civil services. Its rules are laid down in the State Services Examination Rules, and Rule 6 sets out who may apply. This guide explains the eligibility conditions in plain language.

Nationality and Education

The candidate must be a citizen of India.

For minimum educational qualification, a candidate must hold a degree of any university incorporated by an Act of the Central or State Legislature in India, or of another educational institution established by an Act of Parliament or declared to be a deemed university under Section 3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.

Candidates who have appeared in a qualifying examination but have not yet received their results, as well as candidates who intend to appear in such an examination, are also eligible for admission to the Preliminary Examination. Those declared qualified for the Main Examination must produce proof of passing the requisite examination with their application for the Main Examination.

Professional and technical qualifications recognized by the State Government as equivalent to a degree are also accepted.

Age Limits

A candidate must have attained the age of 21 years and must not have attained the age of 30 years on the prescribed date. For permanent residents of Madhya Pradesh, the upper age limit has been fixed at 35 years by the General Administration Department. The State Government may vary the lower and upper age limits for any of the services included in the rules.

Relaxations in the Upper Age Limit

The upper age limit is relaxable for several categories of candidates:

Ex-servicemen may also deduct the full period of previous defence service from their age. Except for the relaxations listed in the rules, the age limits can in no case be relaxed, and the Commission does not entertain requests for individual exemption.

Other Conditions

A candidate must be of good mental and physical health and free from any physical defect likely to interfere with the discharge of duties. Certain uniformed posts carry minimum physical standards:

No male candidate who has more than one wife living, and no female candidate who has married a person having a wife living, is eligible unless the State Government grants an exemption. A candidate becomes eligible for appointment only after satisfying the amended Rule 6 of the Madhya Pradesh Civil Services (General Conditions of Service) Rules.

Disqualification for Misconduct

A candidate found guilty of any of the following may be disqualified or debarred, permanently or for a specified period:

  • Obtaining support for candidature in the written examination or interview by any means;
  • Resorting to irregular or improper means to obtain admission to the examination;
  • Using or attempting to use unfair means in the examination hall;
  • Harassing, threatening or causing physical injury to examination staff;
  • Violating instructions given in the admission card or other directives of the Commission;
  • Misbehaving in the examination hall or during the interview.

Before any penalty is imposed, the candidate is given an opportunity to make a written representation, which the Commission takes into consideration.

Practical Notes for Applicants

The Preliminary Examination is only a screening test, so no certificates are required with the preliminary application; documents are verified at the Main Examination stage. Candidates claiming age relaxation or any other concession must attach the relevant certificates with their Main Examination application.

No candidate is admitted to either stage without an admission card issued by the Commission, and the issue of an admission card does not itself confirm eligibility. The decision of the Commission on all questions of eligibility is final.
